Make good use of him and always have him at every major raid/battle. Their war-chief is the strongest starting explorer in the game, a fast Calvary unit with a splash bonus. This is why they are best played on a large scale map, like Siberia or great plains. Rather than having one poorly defended condensed base of operations make small ‘raiding spots’. The most effective way to play the Sioux is to spread out and create lots of small bases. Their lack of buildings and expensive soldiers make your colony difficult to defend and late to progress.
In my opinion, the Sioux are a notoriously difficult civilization to play.
